AI and data engineering for federal programs.

Frasier Digital is a Small Disadvantaged Business that builds, modernizes, and maintains mission software. We take prime awards sized for a small team and deliver fixed-price workstreams for primes on larger ones.

What we deliver

Four lanes, each staffed by senior engineers who have shipped the same kind of work in production.

Why primes team with us

The set-aside math works for you
On a total small-business set-aside we are a similarly situated subcontractor under 13 CFR 125.6, so our work does not count against your 50 percent. For large primes, our awards count toward SDB and small-business subcontracting-plan goals.
A workstream you can hand off
An AI feature, a dashboard, a data pipeline, or a modernization sprint, delivered fixed-price by our own named team under your PM.
Compliance paperwork signed without exception
C-SCRM questionnaires, the CISA Secure Software Development Attestation, FAR 52.204-21 safeguarding, and Section 889 representations.
A fixed price in five business days
Send a scope and we return a price, a named team, and milestone dates within a week. Past-performance questionnaires are welcome.

Contracting questions

Can Frasier Digital prime a contract?

Yes, when the scope fits a small senior team: typically a single system or workstream with a defined performance work statement. Frasier Digital is registered and active in SAM.gov (UEI PY8MJ4JPHJ45, CAGE 213L8). On larger efforts we prefer to team with a prime and own a defined workstream.

Which socioeconomic categories do you qualify for?

Frasier Digital is a small business and a Small Disadvantaged Business (SDB), and is minority-owned. We are not currently in the 8(a), HUBZone, WOSB, or SDVOSB programs, and we scope our share of set-aside work with that in mind.

How does subcontracting to you affect limitations on subcontracting?

On a total small-business set-aside we are a similarly situated entity under 13 CFR 125.6, so our share does not count against the 50 percent the prime must retain. On 8(a), WOSB, SDVOSB, or HUBZone set-asides it does count, and we typically scope a single workstream at 20 to 30 percent of contract value. For large primes, our subcontract counts toward SDB and small-business subcontracting-plan goals.

How quickly can you respond to a scope or sources-sought notice?

Send us a scope and we return a fixed price, a named team, and milestone dates within five business days. Past-performance questionnaires are welcome.

How do you govern AI work?

AI features are built against the NIST AI Risk Management Framework. Outputs are schema-validated, releases are gated on a golden-set evaluation, a human stays in the loop for consequential decisions, and we monitor drift in production. We document these controls as deliverables, not as a slide.

Do you hold a GSA schedule or security clearances?

Not today. We work through open-market awards, subcontracts, and vehicles held by teaming partners. Our staff are US-based and support Public Trust suitability investigations when a contract requires them; we do not hold a facility clearance.

Where do you work from?

Our office is in Tomball, Texas, in the Houston metro. Delivery is remote nationwide with Eastern-hours coverage as standard. Travel is billed at cost under the Federal Travel Regulation when a contract requires it.

Have a scope, a sources-sought, or a teaming need?

Send it over. You will hear back from Joseph Frasier directly, usually within one business day.
