Joseph Frasier founded Frasier Digital after more than eleven years building and running software delivery: enterprise AI implementations at PwC, the statewide education data platform at the Louisiana Department of Education, and a certification training platform he led and built for Region 4 Education Service Center.
The firm brings that experience to federal and public-sector programs. Our engineers have shipped production generative AI to millions of users and built enterprise data platforms; we put that same discipline behind mission systems, at small-business speed and rates.

- Start from the system as it is
- We read the repositories, the open work, and the environment before proposing anything. Modernization that ignores what is already running tends to break it.
- Working software over status slides
- Increments ship behind feature flags, with tests and security scans gating every merge. Status reports describe software you can already run.
- Say what we will not do
- If a requirement does not need AI, or a scope does not fit a small team, we say so in writing before we price it.
- Leave it maintainable
- Documentation, architecture decision records, and handoff are deliverables. The next team should not need us to understand the system.
